You cast him from there normaly for it's casting cost like any other creature, however if he dies or is removed from the game he won't go to your graveyard but he will return to your command zone and you can cast him again. Your commander is not part of your deck and he is placed in the command zone. So if your commander's colors are blue, red and white, then your deck can't contain black and green spells. You build your deck around the commander which must be a legendary creature and all the cards in your deck must follow only the colors of your commander.
